There should be some mechanism in the tool (following the convention, an "Options" action link at the top) to allow you to edit the tool title without having to go to Page Order Helper. This would make it more consistent with Web Content.

Code in trunk uses "title" value from user form to set both page and tool title, rather than listing out extra page and tool title fields for the user to complete the way Web Content does. Is this an acceptable approach?

This brings up a UX issue - if we set the tool title to the user-supplied title and then display the title immediately below as the header in the tool, does this display the title too many times? If so, would it be best to remove the title header inside the tool? I'll follow up with an attachment of what I consider to be a cluttered use of the title.
