When there are no sub folder in resources, the continue button in Edit Details in RV is greyed out and inactive.(logged in as super admin)

To replicate:
- have a Resources tool with no sub-folders
- go to RV and click 'Edit Details'
- the radio button beside the site-level "folder" will be automatically already selected, and cannot be deselected
- the 'continue' button is inactive, presumably because it has not registered that anything has changed

If the Resources tool includes sub-folders, so that the selected folder can be altered, the 'continue' button will recognise that a change has been made and will then become active.
