At present, end-users with maintain can only add one instance of

* PageOrderHelper
* SiteSetup -> Edit Tools
Ideally, we would be able to support both at Milestone 1, but POH is the minimum requirement.
From what I understand, there is a property that can be set in the tool.xml file so the tool can tell Sakai tool manager that it is capable of more than one instance per site. Discussed this a bit with Josh Ryan.
