Message should always be sent to the inbox and provide the option of also copying to the recipient's email address. Additionally, instructor/site owner should be able to turn off this option for a site so that no messages are sent to regular/campus email addresses.

It would be helpful if the option to turn off the ability to "cc" the recipients e-mail address allowed for more fine grain control. In particular, we have use cases where the faculty member would not want students to be able to copy their campus e-mail address but would want to allow them to copy other students campus e-mails.

For example, faculty often want to keep their course "messages" out of their regular e-mail inboxes and thus would not want students to be able to copy their campus e-mails on a message posting. These same instructors would want their students to be able to copy each other's e-mail if they are message each other.

This doesn't seem to work properly in 2.6.0-alpha02. The checkbox is there, but it does the old behavior (i.e if the box is checked, it sends to e-mail and *not* to Sakai messages)

This issue (message sends to e-mail but "not" to Sakai messages) exists in trunk also. We lost this functionality is due to put SAK-14626 in. I have added this functionality in. Now, when the checkbox is checked, message will send to email and Sakai messages both.
