There are three portal options that need some work done to clarify the rendering mechanisms: the standard portal, the pda portal (framefull, frameless) and the 2 OSP portals. All link to portalstyles.css. but only the last 2 use it.

In this task the pda styles will be massaged and moved to pda.css - which will reside in the skin directory so that the pda portal can be skinned. Some definitions dealing with font sizing will also need to be included in tool_base.css to support pdas.

This will leave portalstyles.css supporting only some pieces of OSP, and these will be removed as well as soon as they can be moved to a place that makes sense for OSP.
