The Calendar Importer should show a message error when the file is in a bad format.

However the message doesn't find the key because the Resource Loader points to an inexistent properties file.

Patch applied -- thanks! Please merge to 2.6.x.

QA Instructions:
(1) Within the Schedule tool, select "Import" option
(2) Select any calendar format (e.g. Generic calendar import ) and 'Continue"
(3) Upload any random invalid file (e.g. html) and 'Continue'

Error message should be displayed, rather than a missing key message

Works fine using QA instructions with sakai/trunk on Oracle
