Generate a ets 0.3.1 tag from the 2.6.x branch so that 2.6.1 can be free of snapshot dependency references. Update master and WAS base pom and any other projects depending on ets to 0.3.1.

ets ignores the impl-ddl pom due to the module definition <module>impl-logic</module> leaving references to 0.3-SNAPSHOT untouched What is the status of the impl-ddl code (orphaned/unnecessary)? Plus, the release David Horwitz generated never made it into the repo. I've asked him to review these anomalies, make corrections, if necessary, and perform a new release of ets.
