Test Plan:
1) Create an assignment
2) As a student submit the assignment
3) As an instructor grade the assignment, add an attachment to return with grade, and allow resubmission
4) As a student resubmit the assignment
5) As an instructor attempt to view previous returned attachment

Instructors are not able to view previously returned attachments. When they click on the file link it takes them to the Site Unavailable page. Currently I do not have a workaround this issue. This is causing instructors problems in not being able to grade the student's assignments. I have tested this in my local Sakai instance and qa3-us with the same result.

Please check the fix to related SAK-16916, it should fix the problem.
