Reported by a couple of our instructors:

"I am grading an assignment, typing in the "instructor's comments" box, and I need to look at the assignment instructions again. BIG MISTAKE. Even though I don't have to leave the page because the assignment instructions are right there, I lose my "instructor's comments".

By clicking on the black triangle to open the assignment instructions, you lose the instructor's comments that you have carefully typed in.

I have verified the above behavior on PC/IE. The comments get lost.

Fixed in r9573 for 2.1.x and r9577 for 2.2.0.002

Tested on qa1-za (2.2.003 mysql):
- graded assigment and entered comments in "instructor's comments box"
- scrolled up, clicked black triangle to open assignment instructions

Result:
1) you lose the instructors comments as the page refreshes
2) your assignment instructions doesn't appear

Fixed in r10412.

Not sure why the "show instruction" handler function wasn't checked in originally. But here it is now.
