Many of the tools in Sakai allow the site author to import items from another site but there are quite a few that do not. With more and more faculty relying on this to prevent tedious site setup, its essential all tools in the core bundle provide this functionality. While sites can be duplicated, many institutions create courses for their users.

Web Content tools should be included in the import. By selecting Web Content, all tools and associated settings would be copied into new site

Checked on http://qa1-us.sakaiproject.org:8580 - web content tools came in with same title and settings. when I imported them into a site from another.
