Add 'Non-electronic' as a choice to the 'Student Submissions' dropdown when creating/editing an Assignment. The dropdown currently includes 'Inline only', 'Attachments only', and 'Inline and Attachments'

Checked in r21014.

A few changes besides those described in the mockup:

In A-9,

the "submitted" column will show "Non-electronic" instead of the submission date;

the "Download All" link is hidden, since there is no electronic submission.

Verified using Sakai (tags/sakai_2-4-0_QA_007) - Server qa1-uk & Server qa1-us

Non-electronic option is present and works as expected.
"Download All" link is hidden as described.
Status is set to "Non-electronic" as described.

Given the roll back of Assignments to the 2.3.x version, updating any assignment 2.4 fix version to nightly so the release notes are accurate
