Allow the site owner the option of showing weekly view of calendar summary.

This request came from a group of instructors who would like to conserve space on the site home page and focus on one week at a time.

Kate, what are your expectations for the Week View UI? Should the week days have the same height as in Month View to preserve space?

Updating these issues to have a fix version of 2.4.0.004 tag as these will be in the .004 tag (to be cut on March 18)
