This issue happens in Oracle only, with the error:
ORA-01795: maximum number of expressions in a list

The workaround consists in partioning the userIds list in list with a maximum of 1000 members. Example, for a site with 2002 users:
"s.userId in (:users)" becomes "(s.userId in (:users0) OR s.userId in (:users1) OR s.userId in (:users2))".

Fixed for SiteStats 2.0 in revision 60165.
