Suggestion for preferred behavior: when the file size limit is exceeded it would be great to return to the list of items the user had specified with a notice (a red asterisk?) next to the item that caused the limit to be exceed. This would allow the user to remove the problematic item and any other items further down the list which would cause the quota to be execeeded.

This should be merged to 2.5.x and included in the next QA tag if possible. After it is merged into 2.5.x, please assign to Mike Osterman so it can be merged to 2.4.x. For 2.5.x: I added a file of size > 20 MB, the Upload files page gave the correct alert and the "add another file" link also works.
