Does this also apply to the display-name field when uploading a file? to both URL and display-name when creating a web-link?

In trunk, the current behavior has changed. Hitting <enter> no longer wipes out the user input, but it also does not submit the form, so it's not a shortcut to creating the folder. The user has to click the submit button to complete the action.

[Bulk Comment] The Target Version for this issues is being reset to Unknown, as though this issue currently has 2.5.0 listed as a Target Version, it is not likely that further work will be incorporated into the 2.5.0 release at this point, and this issue is still Unresolved. Please update the Target Version when you have a new estimate of when the issue is likely to be addressed.

As everywhere else, " Key Combo + S" will submit. In FF, Ctrl-Shift + S, Safari, Control + S.
