The following issues apply to both the maven 1 and maven 2 builds.

1) Build procedures for the Citations Helper (and the backend code) deploy several jar files to shared - most of these could be added to the tool war or components area instead.

2) There are un-necessary dependences in the build files.

The Citations build no longer deploys it's own components (the OSIDs, etc) to shared.

This fix only applies to the Maven 2 build. We felt it was best not to make these changes for Maven 1.

Looks good. This avoids deploying citations jars and citations dependencies to shared unnecessarily.
