As far as I can tell, there is no permission ui for Mailtool.
From our support folks:
"The Mailtool has no way for users to define permissions and access to, for instance, prohibit student or access-level participants from sending mail to other participants/groups, or even being able to use it at all. At least one faculty member requests the ability to define such permissions."

I am not sure if that(site maintainer control permissions) is really a much-needed feature of a mail-sending function . Sakai administrator should be able to set the permission (mailtool.send) for specific site via Site tool in Administrator's Workspace. Default permission setting can be changed like the page in the wiki (http://bugs.sakaiproject.org/confluence/display/MAILTOOL/Permissions). Could you provide more details or use cases about these? It's a kind a new feature request to me about the fine setting of mailtool permissions. So if you agree, please change it to "Feature Request".
