Evalsys section awareness checkbox serves no purpose if hierarchy not used

      Create a survey in a site with Hierarchy disabled. Sections checkbox should not be displayed.

      Enter as admin and enable Hierarchy setting. Edit the survey and now the sections checkbox should be available.

      Description

      The Evaluation Section Awareness setting asks the user if the evaluation should be section aware. The instructions note that “By checking this checkbox, evaluators will only be presented with evaluation questions for evaluatee(s) in their official section/roster for the site/group the evaluation is released to. Leaving this checkbox unchecked, the evaluators will have the opportunity to evaluate all evaluatees in the site/group, regardless of what section/roster they belong to.” This leads one to believe that the box should be checked to ensure evaluators are only able to evaluate the instructors in the sections they are registered for. However, when the box is checked and one proceeds to assign courses, sites are not available to select. When that setting is adjusted and the box is unchecked, sections appear in the selection screen to select.

      Proposed Solution - I propose this setting be removed as it seems to serve no purpose as far as I can tell.
