I think we need to revert this change since it causes various UI issues.

QA Result: After making the "Standards Mode" change, the page doesn't render correctly. See GRBK-1205-bad.png showing some of the alignment issues.

Did some more searching and from this post:

      http://www.sencha.com/forum/showthread.php?99452-GWT-2-GXT-quirks-or-standards-mode

it looks like as if GXT 2.2.x should work in "Standards Mode" mode, but it obviously has layout issues.

According to http://en.wikipedia.org/wiki/Quirks_mode, Standards Mode is set via:

"For example, a web page which began with the following DOCTYPE would trigger standards mode:"

      <!DOCTYPE html PUBLIC "-//W3C//DTD HTML 4.01//EN"

Even with the above setting, GB2 doesn't render correctly. For now, I would recommend that we revert to what we had:

      <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN">

Since we don't see the UI issues with this setting.
