      related to SAK-20988

      emailFromReplyable@org.sakaiproject.event.api.NotificationService is being referenced by multiple services so it should be a real config value instead of a bean setter config.
      Changes as shown

      1. Email notifications reply from preference
      2. Set this to true to send notifications from the triggering user email addresses for announcements
      3. instead of from a general server email address (no-reply@...)
      4. OLD (deprecated) config value: emailFromReplyable@org.sakaiproject.event.api.NotificationService
      5. Default: false (use the no-reply@... instead)
        #notify.email.from.replyable = true
      1. Email notifications reply to preference
      2. Set this to true to send notifications with the to field set to a user email instead of a general server email address
      3. OLD (deprecated) config value: emailToReplyable@org.sakaiproject.event.api.NotificationService
      4. Default: false (use the server address instead of the user)
