      Description

      There currently are multiple strategies invoked for parsing property values in sakai.properties. One of the side-effects of these multiple approaches is that they split comma-separated parameters up in different ways with regards to white-space, some of which are not as well equipped variations as others (e.g., SAK-9447). We should standardize on how white-space is treated in sakai.properties, and provide developers with uniform methods for parsing their parameters.
