Support Re-occuring events for iCal imports

      Here's a basic test plan.
      Create an iCal file with recurring events from an application which generates properly formatted ical files.
      Go to the Calendar tool in a Sakai
      Click on Import Events
      Choose iCal and then proceed to upload the file
      Verify that all the events are imported in the Sakai calendar.
      You can also upload an ical file to Resources, make it public, copy the URL and then use the "Merge External Calendar" option with that URL.
      So far I've tested output from Outlook, Google Calendar and iCalendar. It would be great to test a few more applications and just more calendars than mine, too. I also think particular attention should be paid to whether multi-day events work.

      iCal imports will be supported with the release of SAK-7342, but without support for re-occurring events.

      Re-occurring events need to be implemented, and then the iCal import feature should be enabled without need for ical.experiimental in sakai.properties
