Problems scaling to larger/smaller font size setting in browser

      Description

      When using XP/IE, the default font size is "medium." When I select "smaller," the title on each frame gets cut off on the bottom (it looks like there just isn't enough room for the text, and if I highlight it, I can scroll the title up and down).

      If I select the font size "larger," then there is a gap between the title of frames and the rest of the frame--there's just white space between the bottom of the image and the top of the border.

      When I select "largest" or "smallest," these problems are exacerbated.
