Help tool caches negative/file not found responses

      Description

      Help tool files are stored in AFS and occasionally, if enough volumes are available to start CTools/Sakai but do not include the help files, then Sakai will startup, but Help pages will be unavailable. It seems that the Help tool caches the help pages (good) but also caches the negative hits, so when the volumes return, it will not retry to fetch the now available pages.

      The Help tool should not cache negative responses. There should also be an admin tool that can clear the cache interactively without requiring an application restart.
