Here's the report from our Level 2 support:
If you attempt to use an ampersand or pound sign in the title of a tool using the Page Order function, everything after either character appears to be discarded.
1. Go to Site Info > Page Order
2. Click the Edit icon
3. Enter a name like "Laurel & Hardy" or "Blah # Blah"
4. Click the green check icon to save the change.
Only the first word in the string will be saved and displayed. Note, too, that near the top of the screen where the confirmation message appears, only the first word in the string is displayed there, too.
I also tried this with !, @, $, ^, and % characters. Of these, the % character is the only one that misbehaves. Interestingly, one cannot save a new tool title containing "%". Attempts to click the save icon result in an empty error/confirmation dialog at the top of the page and nothing else.
If % is a reserved character, some indication should be given to the user that they are not allowed to use it.
The likelihood of "%" or "#" being used in a tool title is slim, but the ampersand is pretty widely used (indeed, we use it in "Tests & Quizzes"), so it's reasonable to expect users to run across this issue.
