Import/export csv roundtrip fails for accounts with leading zeros

      Description

      If you have a site with student users who have leading zeros in their usernames (eids), e.g. "001234", when you export this to a CSV and import into Excel (e.g. Office 2003), Excel converts the usernames into numbers (even if they are quote-delimited).

      When you save this again as a CSV, the username is saved without leading zeros meaning it cannot be imported.

      The only solution to this Excel issue seems to be to have Gradebook provide an export option in .xls format, with the usernames exported as string-formatted cells.
