When filling out a form in OSP, students find it difficult to insert images. One problem is that in FCK, the server access defaults to the resources area in the current site. This is almost always wrong. People filling out forms want to put the image in their worksite, in a folder that allows public access. Most students won't understand that, and even if they do, they have to pick their worksite out of a long list of randomly ordered site names.

I propose that metaobj-util/tool-lib/src/java/org/sakaiproject/metaobj/shared/control/tag/RichTextWrapperTag.java should default to a public folder in the user's worksite, creating it if it doesn't exist. I think when filling out a form, 99% of the time you want the images in it to be access to people other than yourself, and the access control structure doesn't really support anything better than public. You'll find that schools that use OSP have to explain to their students how to create a public folder, and then how to navigate to it in FCK. That's too cumbersome.
