"Notification emails have been sent" message even if no emails are sent

      Description

      When students elect to "Send notification email(s)" to all people with whom they've shared their portfolio, they are making an assumption that Sakai knows their email addresses and will send out the emails (or let them know if it can't).

      However, if a user does NOT have a legit email address in the system, the message " Notification emails have been sent " is displayed to the user even though no email can be sent.

      To recreate:
      Create a new user (User X) with NO email address and add that user to a portfolio site
      Create a portfolio in that site and share the portfolio with User X.
      Select User X and click "Send notification email(s)".
      Observe that the message "Notification emails have been sent" is displayed briefly.
