Inconsistent evaluator selection options between Wizard main page and subpages.

      The logic for displaying users and roles in the Select Evaluators oage seems to be different for the main page of the wizard than for subpages. On the main page, the names and roles displayed are those that have the "evaluate" permission only. If no roles have the evaluate permission, then no roles or users appear in the select menu. Any role that does have the evaluate permission and users in those roles are listed in the select menus.

      On the subpages, the "evaluator" and coordinator roles (and associated users) show up in the menu by default regradless of whether they have the evaluate permission. If you remove both roles, fom the selected column and save, the changes don't stick. But if you remove one or the other role, the changes do stick. And again, this is occuring regardless of whether the role has the evaluate permission. In addition, if you give the reviewer and/or the participate the evaluate permission, they still do not show up in the list.

      The behavior of the main page makes more sense, but in any case, I think the behavior should be made consistent.
