Accented or foreign characters in title breaks Resource

      Description

      Possibly related to SAK-1688 which is a more general issue concerning the use of non-English characters in content.

      Using any accented, foreign, non-english, multibyte non-western etc characters in a resource title breaks the link to that resource, resulting in an error message such as:

      > The requested resource: /content/group/c3ef7cb0-e081-4b9a-8025-39ef304ce3de/Do not do ^^x3F^is! It wîll not wørk..html
      > is not currently available.
      >
      > The resource was not found.

      The document can not be displayed, edited, or deleted.
