Some installations would like to disable free-form portfolios either system-wide or within specific sites. This is especially helpful in sites where there is a structured exercise in which learners select a prescribed template. In these cases, the free-form option is merely a distracting trap, given the attractive description. This proposal has been discussed on the community calls, including a variation where, if there is only one possible selection, that it would be made implicitly upon the creation click.
There should be site-specific behavior as well as system-wide. The default behavior should remain unchanged. These may be implemented with site properties and a system property settable in sakai.properties.
A question to address is, when free-form should be disabled system-wide, whether should act as a default that may be overridden in the site. It seems, given the suggestion of sakai.properties / site properties, that this is sensible since these are all administratively controlled.
