      Test-takers need to know that their assessment will not be submitted until they click the "Submit for Grading" button, and where to find that button.

      If the assessment has a TOC, the submit button can only be found on the TOC page. In some kinds of assessments, the TOC page is the first page the test-taker sees; in others, the TOC page is not displayed unless you click on its link, which you might never do.

      (Example: When the whole assessment is displayed on one web page, the test-taker goes right to the assessment instead of to the TOC first.)

      So it's very easy for the test-taker to click on "Save and Exit" and think they're done, when in fact they aren't.

      Could we put directions in the begin-assessment page that explain what the buttons mean and where to find them?
