Unpublished forms not available to other coordinators in Portfolio Templates tool

      Description

      If a coordinator creates a template that includes unpublished forms and another coordinator attempts to edit the template, the unpublished forms are detached from the template and no longer available to participants. To reproduce:

      1. As a coordinator, import a portfolio template that includes unpublished forms and publish the template.
      2. As a participant, create a new portfolio based on the template. You should be able to create new form instances for the unpublished forms in the template.
      3. Now, log in as a different coordinator and edit the template. Note that the original forms attached to the template are not visible (because only the form owner can see unpublished forms. If you click finish or save on a page to which an unpublished form had been attached, that form will be detached from the template and users will no longer be able to create new form instances of that type from the Portfolios tool.
