      Description

      Currently unpublished forms are only visible to the user who added or imported the form. Unpublished forms can be incorporated into and used in published portfolio components (wizards, matrices, templates, etc.). If the management of the site is handed off to another coordinator (or of the site is managed by more than one person), the other coordinators have no way to access, preview, and or update these forms. This has been a long standing problem that recently surfaced at IU in the context of updating portfolio templates (see SAK-19466).

      This problem and related problems (e.g. SAK-19466) could be addressed by allowing any role with has the metaobj.edit permission to see and edit unpublished forms.
