Chrome allows you to analysis a website and give advice (so does a yahoo tool and other plugins).
Running against the home page of a user results in 51 files that are loaded on each login and subsequent requests that can be cached.
To run the analysis, goto the wrench /Tools/Developer Tools
choose the tab analysis and do so.
I believe (with no measured evidence) that this can make a significant improvement on performance, especially on high peak days of the year.
Kern-985 is the equivalent Jira for sakai OAE, but I think they have the advantage of using Jetty.
