Error messages needed when file is inaccessable (Sakai site using file storage system)

      This only applies when Sakai is being used with a file storage system

      Description

      When a user attempts to access a file that is unavailable (perhaps quarentined due to a virus) an error message needs be be displayed. Right now depending how the file is accessed this is what they will see
      1) Empty doc is displayed/downloaded
      2) If it's not a public doc and accessed via a url, the document opens with the authentication screen
      3) If you attempt to edit the file (ie the title), it asks you to choose a file.

      When a file is stored in the DB, a message displays stating that it is unavailable. Something similar needs to be done when a when files are stored on a separate file storage system
