wrong email being sent when a new section roster is added (requested) to an existing site

      Description

      If I have a site already created, and then request a new section by entering the class data (because I am not the instructor of record), the email sent to support has a subject of Official class site created rather than the 'Site requested by <user>' subject. The email should be one that says the section is being requested.
