Site Language does not work in PDA portal.

      Description

      See attached screen-shot. In spite of having set Site Language as Japanese, the language displayed is not changed in PDA portal.

      Steps to reproduce:
      1. Log in from a mobile device.
      2. Select a site, and select Site Info.
      3. Select "Edit Site Information" link, choose Site Language, and push Continue button.
      4. Push Finish button.
      5. Although the language displayed should be then changed, it is not.
