make basiclti tools selectable as external tools inside Site Info Edit Tools pages

      1. Log in as admin user, and go to the Sites tool in Admin MyWorkspace.
      2. Add the tool "sakai.basiclti.admin" to the !admin(Admin MyWorkspace) site. The tool will be added as "External Tool"
      3. In the newly added External Tool tool, add at least one basiclti tool to the system.
      4. Exit.
      5. Log in as a normal user, go to a site where one can update the site.
      6. In Site Info, go to Edit Tools.
      7. One will see the BasicLTI tool listed at the bottom of the tool list;
      8. One can only add one instance of each basiclti tool into one site. Once selected, user will go to the next page to input information for the tool. Note the basiclti tool input fields here is customized based on the tool definition in Step 3.
      9. Save the tools. Note the tool has been added into the site.
      10. Go to the Edit Tool page again, one will see the basiclti tool is marked as selected.
      11. Unselect the basiclti tool will result in tool removal afterwards.

      Only admin user can add basiclti tools to site through Admin site tool.

      To ease burden on admin users, we propose that BasicLTI be available in the Site Info tool picker. See the attached document.
