User Preferences should allow selection of user-local time zone

The TimeService provides support for both GMT and local timezones. Currently the local timezone is set to the default for a server location. However, for distributed collaboration eResearch groups, different users are often located in different timezones. This proposal provides support for defining a TimeZone as a user preference, and returning time relative to a users local timezone from the TimeService.
