Need new type of "create" action handled entirely by helper

New work in the citations helper will require a new type of action similar to the ActionType.CREATE events, except that the action will be handled entirely by the helper. The Resources tool's metadata editing dialog will not be used during the creation process. Instead, the resources tool returns to the list-mode (i.e. displaying the list of resources). On return from the helper, the pipe will have the usual status settings (error, canceled, completed). If error or canceled status is set, the Resources tool assumes that no resources were added, but there may be messages to display. Otherwise, the Resources tool expands the folder in which the new resource was created.
