      Description

      If there are an uneven number of students, more auto groups are created than requested

      To reproduce:
      Add an odd number of students to a course site
      Click on Auto Groups
      On the Create New Group(s), select the Student role
      Select 'Create random groups from members with selected role(s).'
      Keep the default 'Split by number of groups needed'
      Enter a group title
      Enter 2 for 'Number of groups'
      Click Update

      3 groups were created, with the third group having only 1 member
      The student in the third group should have been added to one of the other groups

          r111276. For the "mod" number of site participant (after divide with random group number), add them randomly to the existing randomly created group numbers. So that for site with 5 participant for 3 random groups, the following two cases are both acceptable: 3-1-1, 2-2-1, etc.

              SAK-22253 deal with randome group creation where the site participant number is not of multiples of random group number (Revision 111276)

               Result = SUCCESS

          Used this feature again today, and while it is working on https://qa29.longsight.com/portal, and it was working on http://nightly2.sakaiproject.org:8082/portal (can't recheck right now - server is being rebuilt), it is not working on http://nightly2.sakaiproject.org:8087/portal/.
