We still have references to insanely old and completely out of date versions of jquery like 1.1.4 (a version so old that you cannot even get it on the google CDN - google provides 1.9.1, 1.9.0, 1.8.3, 1.8.2, 1.8.1, 1.8.0, 1.7.2, 1.7.1, 1.7.0, 1.6.4, 1.6.3, 1.6.2, 1.6.1, 1.6.0, 1.5.2, 1.5.1, 1.5.0, 1.4.4, 1.4.3, 1.4.2, 1.4.1, 1.4.0, 1.3.2, 1.3.1, 1.3.0, 1.2.6, 1.2.3). Also, our "jquery-latest" is actually not even the latest minor release (it is 1.4.1 instead of 1.4.4)
The oldest version even available on the jquery site is currently 1.6.3 and they strong recommend everyone upgrade to the 1.9 version.
Also, for adding in new jquery library versions, it is currently redundant for no reason (jquery is always one file):

For now - this ticket is about getting us up to at LEAST 1.4.4 at a minimum.
The next step (for another ticket) is to upgrade everything to 1.9.1 (current as recommended by the jquery team) which is documented here:
OR at least 1.8.3 (which still leaves in a lot of the deprecated features removed from 1.9 and future versions).
