Can't tell which page you are on based on button state of Preferences toolbar

      Description

      In Preferences, when you first enter, Customize tabs button should have a grey appearance since it is currently selected.

      Also, it should just be text, not a link (if you hover over it, text become blue and it is clickable and takes you right back to where you already are).
      So, if you were to click Time Zone, that button should have a grey appearance--it's code should not read

      <li><span><a href="#" onclick="clearFormHiddenParams_timezone_form('timezone_form');document.forms['timezone_form']['timezone_form:_idcl'].value='timezone_form:_id16'; document.forms['timezone_form'].submit(); return false;" type="submit">Time Zone</a></span></li>

      but be changed to
      <li><span class="current">Time Zone</span></li>

      The class current is already defined by the 2.9 skin.

      This is part of an effort to make Sakai's UI more consistent--when toolbar is used as tabs, currently selected tab should 1) have a different appearance and 2) not be clickable. Preferences seems to be the only area where #2 is a problem, but #1 is a problem in Samigo (SAM-2103) and in Roster (SAK-23449).
