Create property for Turnitin to force Single File Upload assignments when selecting to use TII

property:

turnitin.forceSingleAttachment (false by default)

to turn on property:

turnitin.forceSingleAttachment=true

This forces the UI to select "Single File Upload Only" and disable the other options. Toggling re-enables the options.
