Password reset tool incorrectly states that a new password has been sent via email

      Description

      When account validation is turned on and password resets are tokenized, the message users get when they use the password reset tool is incorrect. After entering an email address and clicking the button, Sakai currently states "Your new password has been sent to

      {email address}

      ". With account validation turned on, this is not true, the email message sent out includes a tokenized link to allow a password reset, but not an actual password.

      Either this message should be made more generic like "Check your email for further instructions" or a different message should be displayed when account validation is turned on.
