forums / users recieve insufficient privileges error message when posting to topic

      Description

      Students receive the error message: 'Alert: Insufficient privileges to post a thread to topic [the name of the topic]'. I have been able to reproduce this in our local production and stage as well as generic sakai. This seems to be due the permission settings with roles and groups. For example, Forum 1 has the default settings for the student role setup. For Topic 1, the settings for the student role the new response is unchecked. The permission settings for Groups 1 and 2 are set to none. Student goes into to reply to a message and when they click on Post, they receive the error listed above. However it still posts. Should this error message be excluded for this type of permission setup or should the students not be able to post at all do to the group permissions?

      Replication:
      1) Create a new forum with default settings
      2) Create a topic and remove the 'New Reponse' permission
      3) Add users to some groups
      4) Check that the group permissions are still set to none in the forum and topic settings
      5) Post a message as an instructor
      6) Reply to instructor message as a student in one of the groups
      7) Error message received and message posts
