      Description

      We need to re-evaluate how the forums tool interacts with the gradebook. There are conflicts because the permissions in the gradebook may differ from the grading and editing permissions set for forums and topics.

      Consider:
      The instructor creates a topic and allows students to edit this topic. But students do not have permission to view the gradebook items b/c they don't have grade or edit permission in the gradebook. The "associate with gb item" selection on the edit page will be empty for the student, but the instructor may have set an association previously that will be overwritten when the student hits save.

      It has been suggested that we just add a method to the gradebook service that returns all gb items regardless of permissions. Then we wouldn't have the problem stated above, but we would be giving some users permission to view assignments in the forums tool that are not viewable in the gradebook to them (ie TAs with grading restrictions). They would still be restricted at the grading level, though.
