      Description

      Currently in Sakai 2.9, we have varying behavior among tools when a user enters bad HTML like javascript tags. In Announcements, we stop the user from proceeding while replacing their old HTML with the cleaned HTML. The user then needs to hit Submit again before their announcement is saved. While in Forums, the post is cleaned and saved and the user receives zero notice.

      KNL-1075 optionally puts the error notice in the session. Now in the portal code we can retrieve the error message and nicely display to the user with a growl-style Javascript notification.
