Update hierarchy license, version and cleanup poms as necessary

Hierarchy is slated for inclusion in Sakai 10. CARET and Aaron Zeckoski have agreed to donate the code to the Apereo Foundation. Update the license to ECL 2.0. Add NOTICE, LICENSE and update source headers. Update trunk version to 10.0-SNAPSHOT. Check poms and remove any redundant elements; check dependency versions and perform cleanup necessary in order to leverage inheritance. Add/update hierarchy Jenkins job and deploy artifacts to the Sonatype Maven repo. Update master pom as necessary as well as Delegated Access module, which is dependent on hierarchy.
